The users who can't are being presented with a 'Request access' message in SPO. They shouldn't be presented with this message, as all users in the organization have access to the app. WebbHowever, in looking at some videos, I saw that there was an option for "Include my changes" when you share the reports. I am not seeing that option on my screen when I go to Share. I also assume this is required for the data to be updated automatically in the PowerPoint.
